In short

Do you need a Fire Risk Assessment, and who is responsible?

If you own, run or manage non-domestic premises in England or Wales, yes. The Regulatory Reform (Fire Safety) Order 2005 makes the "responsible person" carry out, and regularly review, a suitable and sufficient Fire Risk Assessment. Since 1 October 2023 it must be recorded in full, whatever the size of the business.

Maintained by the ComSurv team and checked against UK government, HSE and professional-body sources. ComSurv is a matching service, not a firm of surveyors or contractors. General information, not legal advice.

Why it matters

What is a Fire Risk Assessment?

A systematic review of your premises that identifies fire hazards, the people at risk, and the measures needed to remove or reduce that risk. It covers escape routes, detection and alarms, fire-fighting equipment, emergency lighting, signage and the management arrangements that keep them working.

What's involved

What a Fire Risk Assessment involves

A competent assessor walks the premises, reviews how it is used and managed, and records the hazards, the people at risk, the existing controls and the actions required, with priorities and timescales. The result is a written assessment and an action plan you can evidence to the fire service, your insurer and your landlord.

What it delivers

  • A recorded, suitable and sufficient assessment
  • Identified hazards and people at risk
  • A prioritised action plan with timescales
  • Review of escape routes, alarms, lighting and equipment
  • Evidence of compliance for insurers and enforcers

Who needs it

  • Employers and business owners
  • Commercial landlords and managing agents
  • Occupiers of offices, shops, warehouses and hospitality
  • Anyone whose premises or use has changed

Why it matters

  • The assessment is a legal requirement, not optional
  • Enforcement can mean unlimited fines
  • Insurers increasingly ask to see it
  • It stops you over- or under-buying fire equipment
The responsible person

If you control the premises, the duty is yours.

Fire safety enforcement does not care whether you knew. The responsible person must be able to show a recorded, current assessment and that its actions were followed through. A competent assessor makes that a straightforward, annual routine rather than a problem discovered after an inspection.

Questions

Fire Risk Assessment FAQs

How much does a Fire Risk Assessment cost?+
It depends on the size, layout and use of the premises. As a broad guide, a small, simple unit can start from around £200, with larger or more complex buildings running to £1,000 or more. You’ll get no-obligation quotes to compare.
Is a Fire Risk Assessment a legal requirement?+
Yes. Under the Regulatory Reform (Fire Safety) Order 2005 the responsible person for any non-domestic premises in England and Wales must carry out and regularly review a suitable and sufficient assessment, and since 1 October 2023 it must be recorded in full.
How often should it be reviewed?+
Regularly, and whenever there is a material change to the premises, its layout or how it is used. In practice most businesses review annually.
Who is the responsible person?+
Usually the employer, or the owner, occupier or managing agent of the premises. In a multi-let building the landlord is typically responsible for common areas and each tenant for their own demise.
Can I do the assessment myself?+
The law allows the responsible person to do it if they are competent. For most commercial premises, a competent external assessor is the practical way to get a defensible, recorded assessment.
Who carries out the assessment?+
A competent fire risk assessor. Look for third-party certification such as BAFE SP205 or registration with a recognised fire-safety professional body. We match you with assessors who cover your area and premises type.
