In short

Do you need a legionella risk assessment?

If you are an employer, or in control of premises with a water system, yes. Health and safety law requires you to identify and assess the risk of exposure to legionella bacteria and to put in place a written scheme to control it. That applies to ordinary hot and cold water systems, not just cooling towers, and the assessment should be reviewed regularly and whenever the system or its use changes.

Maintained by the ComSurv team and checked against UK government, HSE and professional-body sources. ComSurv is a matching service, not a firm of surveyors or contractors. General information, not legal advice.

Why it matters

What a legionella risk assessment is

A survey of the building’s water systems that identifies where legionella could grow and spread, who could be exposed, and the controls, monitoring and maintenance needed to manage the risk, recorded in a written scheme.

01

A legal duty on duty holders

Employers and those in control of premises must assess and control the risk.

02

Covers everyday systems

Hot and cold water, showers and tanks, not only cooling towers.

03

A written control scheme

Who does what, how often, and the records that prove it.

04

Reviewed regularly

Typically every two years and after any change to the system.

What's involved

What the assessment involves

A competent assessor surveys the water systems, including tanks, calorifiers, pipework, outlets and any cooling or spray systems, takes temperatures, identifies dead legs and little-used outlets, and reviews how the system is managed. You receive a risk assessment, a schematic of the system, a written control scheme and a monitoring programme you can follow or contract out.

What it delivers

  • A written legionella risk assessment
  • A schematic of the water systems
  • A written scheme of control and monitoring
  • Identified dead legs, risks and remedial actions
  • A programme of checks, flushing and temperature monitoring

Who needs it

  • Employers and business owners
  • Commercial landlords and managing agents
  • Facilities managers
  • Operators of hospitality, leisure and care premises

Why it matters

  • Legionnaires’ disease can be fatal
  • The duty applies to ordinary water systems
  • HSE can prosecute without an outbreak
  • A control scheme is simple once it is written
Water you cannot see

The risk is in the pipework you never think about.

Dead legs, stored water at the wrong temperature and outlets nobody uses are where legionella grows, and none of them are visible from the office. The assessment maps them, the written scheme controls them, and a simple monitoring routine keeps you compliant and your people safe.

Questions

Legionella Risk Assessment FAQs

How much does a legionella risk assessment cost?+
It depends on the size and complexity of the water systems. As a broad guide, a small office starts from around £150 to £300, with larger buildings or those with cooling towers and spray systems running to several hundred pounds or more. You’ll get no-obligation quotes to compare.
Is a legionella risk assessment a legal requirement?+
Yes. Employers and those in control of premises must assess and control the risk of legionella under health and safety law, following HSE’s Approved Code of Practice L8.
Does it apply to a small office with just taps and a kettle?+
The duty applies, but the risk is lower and the assessment and controls are proportionately simpler. A competent assessor will say if a basic assessment and routine checks are sufficient.
How often should it be reviewed?+
Regularly, and whenever the water system, its use or the people at risk change. In practice, reviews every two years are common.
What is a written scheme?+
The document that sets out how the identified risks will be controlled: the checks, temperatures, flushing, cleaning and responsibilities, with records to prove they happen.
Who carries out the assessment?+
A competent legionella risk assessor. Membership of the Legionella Control Association is a good indicator. We match you with assessors who cover your area and building type.
